Ken Bailey Wins Big, Sales Tax Fails

Ken
Bailey won the race for Claiborne Parish Sheriff in a landslide victory, taking
82 percent of the vote with 3,998 votes. Other candidates Steven Middleton
received 413 votes (9%), Loyd Manuel received 259 (5%), and Willie L. Burns had
184 (4%). Bailey will replace Sheriff Kenneth Volentine who announced earlier
this year he planned to retire and would not seek re-election. In local races for
Claiborne Parish Police Jury, incumbents Butch Bays, Roy Lewis and Roy Mardis
retained their seats, while Bobby Liles and Jerry Adkins will face a runoff on
November 15. In District 1, Brian “Butch” Bays received 268 votes (59%), Roy E.
Odom 137 (30%), and James O. Main 51 (11%).
Mark Furlow won the District 2 seat previously held by Jack Price.
Furlow received 335 votes (71%) to Bobby C. Joslin’s 137 (29%). In District 5,
incumbent Bobby A. Liles will face Lavelle Penix in the runoff. Liles got 207
votes (37%), Penix 213 (38%), Robert G. Sanders 100 (18%), and Cary Lee 41
(7%). There will be a runoff in District 6 between Scott Davidson and Clint
Faulk for the seat previously held by T.E. “Gene” Coleman. Davidson received
297 votes (47%), Faulk 195 (31%) and Floyd L. Dean 143 (23%). District 7
incumbent Roy Lewis kept his seat on the Jury by defeating Joseph Merritt, Jr.
by a vote of 290 (53%) for Lewis and 257 (47%) for Merritt. In District 8,
incumbent Roy Mardis won with 287 votes (56%) to Tommy Sanders 222 votes, or
44%. Incumbent Jerry A. Adkins garnered 49.5% percent of the vote in District
9, but not enough for an outright win. He will face Joe M. Tuggle in the
November 15 election. Adkins had 267
votes (49.5%), Tuggle had 171 (32%), and Roger Fowler had 101 (19%). The Police
Jury 1/4% Sales Tax Proposition was rejected by voters with 1,593 voting for the tax and 1,703
voting against. The runoff election will be held Saturday, November 15. The
last day to register to vote in the Nov. 15 election is Wednesday, October 15.
Absentee voting will be held November 3-8.
First Human West Nile Case In Homer

Louisiana
now has 84 cases of West Nile virus for the 2003 season. State health officials
announced 10 new cases of the virus this week, with three parishes including
Claiborne seeing the first human case of West Nile this year. A female resident
in her 50s began showing symptoms of WNV on September 12, just one day after
the fourth bird tested positive for WNV in Homer. This time it was a sparrow
picked up in the 400 block of West Main and it is the fourth bird tested
positive in Claiborne Parish this year. The person remains hospitalized at
Willis-Knighton in Shreveport.
Council Names David Newell New Town Attorney

The Homer Town Council voted to appoint David Newell as new town attorney
at their regular meeting Monday, October 6. He will replace attorney Wayne
Smith who recently resigned. Applications were received from three attorneys,
David Newell and Paul Garner of Homer and Anselm N. Nwokorie. Both Newell and
Garner were present and were asked to give their reason for wanting the
job. Garner said he was asked by Mayor
Huey Dean and was willing and able to do what he could to help the town. He was
comfortable he could handle the job, was familiar with municipal laws and had
worked for years with the town through the magistrate court. Newell said he had
background in municipal law. He worked as city attorney for Arcadia for 8 years
during a very controversial time and learned quickly. He was aware there were a
lot of sources for municipal law and believed he could help the town.
Historic Church Burns, Arson Suspected
The
Bethel Missionary Baptist Church located on Bethel Spur Road south of
Haynesville off Maddox Road burned to the ground sometime during the night of
October 2, 2003. The Bethel Church is approximately 130 years old with an
active cemetery next to it and is located in a very rural area. The Claiborne
Parish Sheriff’s Office was notified of the fire late Friday, October 3 and
dispatched Lt. Jimmy Brown to the scene. CPSO Detectives Charlie Buford and
Duffy Gandy began an investigation with the assistance of the Federal Bureau of
Investigation (FBI); Alcohol, Tobacco and Firearm (AFT), and the State of
Louisiana Fire Marshall. According to Chief Deputy Chuck Talley, burning a
church is considered a violation of Federal law, therefore the FBI was
notified. Anyone with information on this or any other crime is asked to call
the Sheriff’s Offfice at 927-2011.
Two Arrested For Illegal Drug Distribution
Sheriff
Kenneth Volentine announced October 6 that Metro Agent James Spillers, along
with the Louisiana State Police Bureau of Investigation and North District
Narcotics completed a two month investigation into the illegal distribution of
pharmaceutical drugs. Edward Pauley was arrested for distribution of Schedule
III CDS (Hydrocodone). Angie Hudson was arrested and charged with distribution
of Schedule II CDS (Oxycodone) and Schedule III CDS (Hydrocone). Both subjects
were arrested at their residence in the Bluegrass Trailer Park in South
Claiborne Parish by Claiborne Parish Sheriff Office personnel. Bond was set at
$25,000 per charge on each individual.Sheriff Volentine further advised there
were new phone numbers to contact Agent Spillers and Metro Narcotics Task
Force. They can be reached at (318) 927-9800. In case of emergency, Metro
Narcotics can be contacted through the Sheriff’s Office at (318) 927-2011. Any
and all information received will be kept confidential and any assistance from
the public would be greatly appreciated.
October Is Breast Health Awareness Month
Homer
Memorial Hospital is celebrating the acquisition of their new state of the art
mammogram machine, a Lorad Affinity, and is offering discounted Screening
Mammograms during the month of October. This new system offers superb image
quality. A High Transmission Cellular (HTC) Grid allow improvement in image
contrast without the increase in dose usually required in dense breast tissue.
The cost of the screening mammogram is $45 during October 2003. Appointments
should be made through the patient's physician. The price does not include the
radiologist's interpretation. For more information call the HMH Radiology
Department at 318-927-2024 Women are advised to avoid having a mammogram during
the week prior to their cycle as the breasts are more tender at that time.
Halloween To Be Observed Thursday October 30th
The
Homer Town Council voted unanimously to observe Halloween in Homer on Thursday
night, October 30 instead of the traditional observance of October 31, due to
several conflicts on Friday night. Children should make plans to trick-or-treat
Thursday night.
Town Of Homer To Host USDA Sponsored Rural Community Development

Homer High Celebrates Homecoming Friday
Homer
High School will present its 2003 Homecoming Court at halftime at the
Homer-Loyola District football game on Friday, October 10. The Homecoming Parade will consist of 40
individual units and will be held Thursday, October 9 at 5 PM beginning at Homer
High School and going down North Main around the Courthouse Square and will
return down South Main to the school for the annual Homer High School
Homecoming Pep Rally. “Rashid Young and the Pelations” will be featured singers
at the Pep Rally where the court will also be introduced. The Homecoming Court,
Alumni, and Senior Spirit Homecoming Tea will be held Friday, October 10 from
11 AM until 12:30 PM at the Homer High School Home Economics Cottage. Pre-game
activities begin at 6:30 PM with an American Medley presented by the Homer High
School All Honors Choir. Halftime festivities will also include over 100
members of the Homer High School Band, Flag Line, Pep Squad, Pelican Dolls, and
Cheerleaders performing at the Homecoming Halftime Show. The Homecoming Dance
will be held at Homer City Hall from 9:30 PM until 12:30 AM and will conclude
the week’s “Rock N’ Roll the Flyers” Homecoming Celebration theme, directed by
the Homer High School Student Council.

Junction
City High School will celebrate Homecoming 2003 Friday night, October 10, when
the Junction City Dragons host the Bearden Bears .A Pep Rally will be held at
12:30 PM on Friday, followed by the Homecoming Parade. A reception will be held
in the Home Ec Building from 3-6 PM for all Junction City Alumni. The 2003

wagon will putll out every 15 minutes and will end at 7:45 PM. A Costume

Alumni Homecoming Tea will be from 11 AM-2:30 PM at the Home Economics Cottage
on Friday, October 10th. The “Pels” will host Loyola for their first district

Louisiana Purchase Story To Unfold At The Ford Museum
After the United States bought the Louisiana territory for $15,000,000, President Thomas Jefferson selected William Charles Cole Claiborne to govern lower Louisiana. Backing this with military power was General James Wilkinson. The two commissioners arrived outside New Orleans on December 17, accompanied by five hundred U.S. Army troops, to take possession of the territory. On December 20, 1803, at the Cabildo in New Orleans, Claiborne and Wilkinson signed the transfer document with Pierre Clement Laussat, Napoleon's representative, which granted lower Louisiana officially to the United States. Three months later, in St. Louis, Missouri, France ceded the rights to upper Louisiana as well. The Purchase opened the door for western exploration, settlement and trade by the United States. President Jefferson commissioned Meriwether Lewis and William Clark to head the first transcontinental expedition, called the Corps of Discovery. In May of 1804, Lewis and Clark departed from the St. Louis area with some 40 soldiers. They journeyed up the Missouri River, across the Great Divide, and westward to the Pacific Ocean. Because the borders of the Louisiana Purchase were not determined for many years, no map exists from that period that outlines the actual territory obtained in 1803. It took several years for Spain and the United States to settle their boundary disputes. In 1810 and 1819, the United States annexed parts of the Spanish territory of Florida by treaty. The two nations also ended conflict over the western frontier in 1819 by establishing the border of Texas and Louisiana at the Sabine River. Money Available for New or Expanding Businesses in Homer
The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation.
