Lake Commission Delays Boat Patrol, Looks At Boat Permits 
State Legislation Threatens To Remove Local Control of Watershed District

The Claiborne Parish Watershed District, or Lake Commission, met Thursday, April 24. A request was made by Sheriff Kenneth Volentine to increase the hourly rate for Jeff Pugh to patrol Lake Claiborne during the summer months. Commissioner Phillip "Butch" Fincher asked who was responsible for insuring Pugh and who would be liable in case of an accident. It was stated the Dept. of Wildlife and Fisheries (DWF) planned to increase the number of their lake patrol staff from two to three, and since they were responsible for patrolling 11 area lakes, they might not necessarily spend more time on Lake Claiborne. Pugh began patrolling Lake Claiborne in 1998 through a mutual agreement between the Sheriff's Office and the Watershed District (CPWD). The CPWD agreed to pay $12 per hour to the Sheriff's office for deputy Pugh at the time and the Sheriff agreed to supply the boat, upkeep, and all the fuel. The patrols have been successful in keeping down some previous problems they had on the lake. According to Citizens Advisory Committee member Jackie Holt, somewhere along the way the CPWD began writing checks directly to Pugh even though that was not the initial agreement. He went on to say the cost to patrol the lake would be much greater if the CPWD had to provide their own boat and certify their own officer. Alice Stewart said due to decreases in revenue, the cost for the lake patrol takes one-third of the CPWD budget. Commissioners tabled making a decision until they could meet with Sheriff Volentine and Asst. District Attorney Charlie Bradshaw, assigned by DA Walter May to serve as counsel for the Commission.

 

Town Council Closes Homer Natatorium For Summer 
Mayfield Pool to Open After Needed Repairs

Two applications for Recreation Director were received for consideration by the Homer Town Council at their regular meeting Monday, May 3-Robert Sanders and Paul McGee. Both applicants agreed they would work for free and would be willing to work together. The Homer Town Council voted unanimously to appoint Robert Sanders as Recreation Director and Paul McGee as Asst. Director. Sanders assumed his duties by asking the Town Council to consider closing the Homer Natatorium for this year and to allow he and McGee to develop a policy for use of the parks and pools. Sanders said if you want business to come to this town, you need three things: a good education system which is the responsibility of the School Board, a good transportation system which falls under the Police Jury, and a good recreation system, which is mainly the Council's responsibility.

The Homer Natatorium does not meet current OSHA standards and repairs will be very costly. Studies are underway to explore options.

 

Homer Memorial Hospital To Hold Health Fair 
Saturday, May 10, 2003 • 9 AM - 1 PM 
Homer Memorial Hospital will hold a Health Fair in conjunction with the Claiborne Jubilee and Art Show on Saturday, May 10 from 9 AM - 1 PM at Homer City Hall. The Health Fair will include "free" screenings for cholesterol, glucose, blood pressure, height and weight measurements, and eyes, as well as eye glass cleaning and adjustments. There will be a moonwalk and face painting in a Special Kids Area. The Fair will include health information booths, as well as freebies and door prizes. Over 500 attended last year's Health Fair and were very impressed.

 

Summerfield High School PTO Annual Dinner & Auction 
5:30 PM • Saturday, May 10 
The Summerfield High School PTO will hold their Annual Dinner & Auction on Saturday, May 10 beginning at 5:30 PM in the school gym. This year the money raised will go toward the purchase of land to build a softball field. At this time, the Lady Rebels are practicing and playing all home games on the Rocky Springs Baptist Church field in Lisbon. Padnuh's BBQ will be furnishing the meal. Wildlife prints by Reggie McLeroy, a native of Ruston, will be two of the many auction items. All items donated for the auction and all who attend are very much appreciated. Tickets are on sell for $8 from Summerfield staff and PTO members.

While France, Spain, and the United States disputed the control of the lands that would become part Claiborne Parish Jubileeof the Louisiana Purchase, the lands were occupied by Native Americans. These various people were tied to general geographic boundaries. Language differences served to differentiate them. Some tribes could hardly be understood by others. The Kadohadacho language dominated in north central Louisiana. "Caddo" culture evolved over hundreds of years. They developed a fine, new style of pottery and used special ornaments and objects made from imported materials they obtained through an extensive trade system with other tribes. They lived in small villages near streams or lakes. New garden crops such as beans were added to corn, squash, gourds, and native plants. As a result of a grant from the Department of Culture, Recreation & Tourism, the Ford Museum is exploring the Native American culture and the early pioneer life in North Central Louisiana. New exhibitions, both inside the museum and in front display windows, are being planned and implemented. The Board of Directors of the H.S. Ford Museum invites you to visit the new exhibits Saturday, May 10. The Museum will be open from 10 AM to 2 PM. Admission is free. The Museum exhibit is only one of many educational opportunities planned for the Claiborne Parish Jubilee.

In celebration of the Louisiana Purchase signed 200 years ago last week, on April 30 1803, local residents will be able to step back into the past through many of the craft demonstrations, which include quilting, trapping and tanning animal hides from coon skin rugs to deer rugs, woodworking, many Native American crafts, and candlemaking. Besides the great lineup of entertainment, the Homer High Drama Club, under the direction of Denice Owens, will present a brief dramatization of a possible court scenario in Claiborne Parish that occurred several years after the Louisiana Purchase in 1803, bringing to life what really happened between America, France, Spain and the New World. There will be three brief performances in the courtroom of the Claiborne Parish Courthouse, at 12:00 noon, 1 PM and 2 PM. In 1803, Claiborne Parish was part of the oldest settlement in the Louisiana Purchase Territory which later became Natchitoches Parish. Settlers began moving to Natchitoches Parish as early as 1714, but it would be over 100 years, in 1819, before John Murrell, the first permanent settler arrived in the present day boundaries of Claiborne Parish. In 1828 Claiborne Parish was carved from Natchitoches and named after the first American governor, William Charles Cole Claiborne. At that time, Claiborne Parish stretched across much of northeast Louisiana, and was known as the Banner Parish.

The museum houses a remarkable collection of artifacts reflecting the life, culture and society of North Louisiana Hill Country.   • Louisiana Tech's Spring Road Show Is Coming To Claiborne Parish - Louisiana Tech's Spring Road Show will be held at Homer City Hall on Tuesday, May 20 at 6:30 p.m., just one of ten Road Shows being planned. Eighty (80) high school students in Claiborne Parish have expressed an interest in attending Louisiana Tech and have been invited to enjoy a fried fish dinner and learn more about what opportunities are available at the University. There will be 8 tables with information on academics, admissions, scholastics, and athletics, and representatives to answer questions. Parents of prospective college students are highly encouraged to attend the casual attire event, as well as all Tech Alumni and Friends.   • Claiborne Parish Police Jury Meeting Agenda Online - Visit The Claiborne Parish Police Jury Official Proceedings site page for Meeting Agendas. Meetings are held each Wednesday (general discussions) and Thursday (decision making session) after the first Monday of each month. Agendas are presented the day before the Wednesday meeting. 
     
  • Annual Claiborne Academy Academic, Athletic Banquet - The Annual Claiborne Academy Academic & Athletic Banquet will be held Thursday, May 8 at 6:00 p.m. in the school gymnasium. 
     
  • Money Available for New or Expanding Businesses in Homer - The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation. Further information may be obtained by contacting Mac Brakefield, Executive Director of the Homer Chamber of Commerce at (318) 927-3271. 
     
  • Claiborne Council On Aging Events - Bingo is played every Friday after Lunch. Lunches are served daily Monday thru Friday. Exercise treadmills and rowing machines are available. Slip and molds are available for ceramics. Our Claiborne Council on Aging site page is now online... 
     
  • D.A.R.T., Department Of Labor To Present Two Workshops In May - The Louisiana Department of Labor and D.A.R.T. (Domestic Abuse Resistance Team) will present two workshops in Claiborne Parish in May. On Tuesday, May 13, a workshop entitled "Stress and Worry Management" will be held and on Tuesday, May 20, a workshop entitled "Abusive Relationships, A to Z." Both workshops will be held at the D.A.R.T office, 300 Murrell Street (former USDA building) from 5-8 PM. Children's workshops will be during the same period of time-with crafts, prizes and refreshments.   • Teacher Retirement Reception Set For Thursday, May 15 - Teacher Retirement Reception will be held Thursday, May 15, 2003 at the Claiborne Parish School Board Annex, 418 East Main Street in Homer (across from the School Board office) from 4 - 5 PM. 
     
  • Police Jury Collecting Old Tires Without Rims - The Police Jury is now collecting old tires without rims at their barn location at 4070 Hwy. 79 South, next to Ludlow. The site has been approved by the La. Department of Environmental Quality for a collection sit for old tires. The Police Jury will not accept tires unless the rim has been removed. Tires with rims will be rejected. Residents can drop off their waste tires during regular working hours Monday-Friday. For more information, call the Police Jury office at 927.2222. 
     
  • Haynesville Study Club To Meet Wednesday, May 7 - The Haynesville Study Club will meet Wednesday, May 7 in the home of June Coltharp with Juanita Garrett serving as co-hostess. Sandra Hines will review The Quilter's Apprentice by Jennifer Chiaverini. The short topic will be presented by Meredith Lawless. All are encouraged to attend.
